John Winkler is the newest member of the Cass County Board of Commissioners. He began serving the citizens of District 4 in January of 2023 when he was appointed to fill the seat vacated when Dan Henry resigned from the position.

John has lived in Cass County for 29 years, John was born and raised in the Omaha area before moving to Cedar Creek to start a family.  John and wife Tammy have one son and three daughters.

John earned a Bachelor of Science degree in Political Science, minor in Psychology and Master’s Degree coursework from the University of Nebraska at Omaha.  He also graduated from the Air War College’s National Security Forum at Maxwell AFB, Alabama. John is the current General Manager of the Papio Missouri River Natural Resources District located in Omaha.

John has served on the Village of Cedar Creek Board of Trustees and two terms on the Louisville Board of Education with the last 2 years as President.  John has many years working in municipal and local government as he served as the Plattsmouth City Administrator and the Cass County Economic Development Director for five years.  John is a member of the Offutt Advisory Council Board and serves as the Honorary Co-Commander of the 38th Reconnaissance Squadron at Offutt AFB. In his spare time John likes to spend time with family and coach his children’s many and varied sports teams.
